What Is Part IV of the Gazette of India?

The Gazette of India is divided into several parts. Private notices—including personal name changes, adoptions, and religion declarations—are published exclusively in Part IV, titled: Advertisements and Notices Issued by Private Individuals and Private Bodies.

Part IV is issued weekly on Saturdays. Since 2015, the Government of India has phased out physical paper sales and replaced them with digitally authenticated e-Gazettes downloadable from egazette.gov.in.

The Exact Department of Publication Requirements

The Controller of Publications (Ministry of Housing and Urban Affairs) enforces strict guidelines before accepting any dossier:

Mandatory Dossier Checklist:

  1. Original Affidavit: Notarized on non-judicial stamp paper stating old name, new name, parentage, and address.
  2. Two Original Newspapers: Full page copies of 1 English daily and 1 Regional vernacular daily containing the notice.
  3. Typed Proforma: Prescribed English proforma signed by applicant and two adult witnesses with their complete addresses and phone numbers.
  4. CD (Compact Disc): Soft copy of the proforma saved in MS Word (.docx) format with applicant's name written on the disc.
  5. CD Certificate: Self-attested certificate declaring that the contents of the hard copy and soft copy are identical.
  6. Two Passport Photographs: Cross-signed on the front by the applicant.
  7. Self-Attested ID Proof: Copy of Aadhaar, PAN card, or Voter ID.
  8. Bharatkosh Payment Receipt: Non-refundable government publication fee (₹1,100 for adults; ₹1,400 for minors).

How to Pay the Bharatkosh Fee

Cash, postal orders, and demand drafts are no longer accepted. The government fee must be paid online via Bharatkosh (bharatkosh.gov.in):

Physical Submission in Delhi vs Speed Post
